Upgraded to the Mini 4 Pro for my Norway trip next week and my budget is totally trashed. I figured the Fly More kit was enough but now I am second-guessing if ND filters are actually mandatory for this sensor. Do I really need extra glass for high-glare fjords or is the stock lens fine?
Unfortunately, glare off the fjords is gonna be your biggest enemy. I had issues with footage looking totally blown out without a polarizer. If the budget is dead, skip the fancy glass for now.

To answer your question directly, the stock lens is fine for photos, but for video in bright places like Norway, ND filters are kinda a must-have if you want that professional look. Basically, the filters act like sunglasses for your drone. Without them, the camera has to use a really fast shutter speed to keep the image from being blown out, which makes your video look choppy instead of smooth.
